A 1981 graduate of the University of Michigan, Mr. Miller is a retired Naval Officer, having served as a Surface Warfare Officer through 1992. Mr. Miller is a graduate of the University of Puerto Rico Law School, where he was a member of the Law Review. Upon being admitted to the bar, Mr. Miller joined the law firm of Indiano, Williams & Weinstein-Bacal (“IWW”), where he was the lead associate in cases such as El Día, et al v. Rosselló, et al, Civil No. 97-2841(JAF), in which IWW represented the then Secretary of DACO, Antonio Alicea. He also participated in the Rosselló administration’s efforts to remove the U.S. Navy from Vieques, as the lead associate for IWW in its representation of the Rosselló administration in that matter.
In 2000, Mr. Miller joined Stuart A. Weinstein-Bacal in the formation of Weinstein-Bacal and Associates, which later became Weinstein-Bacal & Miller in 2003 and Weinstein-Bacal, Miller & Vega in 2014. During this time, Mr. Miller participated in cases such as Ferrovial Agroman v. Puerto Rico Highway and Transportation Authority, Civil No. 03-1810(JP), where WBMV obtained a TRO enjoining the defendants from continuing with the construction of Highway 66 and then helped negotiate a favorable settlement for its client; Del Valle Group S.P. v. Puerto Rico Ports Authority, Civil No. 10-1834(GAG), where WBMV obtained an injunction from the Court based on the violation of plaintiff’s First Amendment rights, enjoining the Ports Authority from debarring its client from participating in Puerto Rico government projects because it had a litigation pending against a government agency.
Mr. Miller has participated in numerous private arbitrations throughout the years. From 2011 through late 2013, Mr. Miller was on sabbatical from WBMV to serve as President of El Vocero de Puerto Rico, Puerto Rico’s second leading newspaper, and a firm client. There, his task was to take on a failing paper with debts of over $90 million and find a buyer for it, which he accomplished successfully.
Along with Mr. Weinstein-Bacal, Mr. Miller has written books for seminars for the National Business Institute and has given numerous seminars for that organization. He has also given seminars for the Mechanical Contractors Association and the CIAPR. Since 2007, along with Mr. Weinstein-Bacal, he has been teaching Construction Law as an Adjunct Professor at the University of Puerto Rico School of Law. Additionally, Mr. Miller participates weekly in Puerto Rico’s #1 rated AM radio show during the 5 p.m. period and appears on ABC Puerto Rico’s “Sin Filtro” as a member of the panel.
Mr. Miller is admitted to practice in Puerto Rico by the Supreme Court of Puerto Rico, by the United States Court of Appeals for the First Circuit, the United States District Court for the District of Puerto Rico, and the United States Court of Federal Claims.
Mr. Miller has been married for over thirty years to Muguette Miller and is the father of three children.
